U.S. Elimination of De Minimis Treatment for Imports

Effective August 29, 2025, at 12:01 a.m. (EDT), U.S. Customs and Border Protection suspended the de minimis exemption for all international shipments. This means that duties and taxes now apply to all commercial imports, including those valued at $800 or below.

FedEx continues to accept and transport U.S.-bound express shipments from all countries we serve. We are focused on delivering the outstanding service and expertise our customers know and expect, while working to minimize delays caused by adjustments to U.S. customs entry processes. 

What does this mean?

Beginning September 15, 2025, shippers must now provide more detailed information when creating customs entries for low-value shipments. All shipments are subject to applicable duties, taxes, and fees.

Package Recipients may owe duties and taxes upon delivery if the shipper did not prepay these charges during shipment creation. 

NOTE: FedEx Account Number is required for FedEx International Connect Plus (FICP) service shipments to US or PR with duty and tax Bill-to recipient.

  • Origin: AU, CN, HK, ID, JP, KR, MO, MY, NZ, PH, SG, TH, TW, VN (APAC countries and territories)/li>
  • Destination: US or PR
  • · Country of manufacture: AU, CN, HK, ID, JP, KR, MO, MY, NZ, PH, SG, TH, TW, VN (APAC countries or territories)
  • · Service: FedEx International Connect Plus (FICP). For more information on FICP, visit https://www.fedex.com/en-us/shipping/international/ecommerce-connect-plus.html.
  • Shipment Type: Non-document
  • Recipient Account Number required when payor of duties and taxes is recipient.
    • Shipper will receive an error message and not be able to complete the shipment if the recipient’s account number is missing.
    • Error messages:
      • "code": "ACCOUNTNUMBER.MINIMUMLENGTH.REQUIRED"
      • "message": "Enter a valid 9-digit FedEx account number."
  • To avoid potential clearance delays, FedEx encourages customers to provide precise cargo descriptions when creating shipments. CBP guidelines include a precise product description, specific monetary value and currency, and shipper and recipient details.

Note: Vague merchandise descriptions are not acceptable and may delay clearance.
